Yes, more appropriate names can influence behavior. To induce outright change though, something much more powerful will be needed.
One of those powerhouses is the right kind of leadership, especially in they way a leader thinks about results. The business leaders need to demand better results for the expenditures on the people and tools that deliver technology solutions. The technology leaders need to work in a stronger partnership with the business to help achieve business goals.
The other force that can be applied is money. Reward the solution delivery teams that step up to new results and performance measures by providing funding for projects. Penalize the teams that cannot deliver by withholding budget. Also provide incentives from the business that can be traced to bottom line results. A team that delivers a solution that improves cash flow, product delivery, customer expansion, etc. should share in the bonus rewards. There is no better incentive than receiving a cash percentage of doing business better.
