after reading your statement and lots of the others, your's comes closest to the value of what'IT'or 'BT'should provide to an organization.
I believe that the true value is about enablement. Since people( as others already wrote) perceive IT as a commodity or a dissatisfier when it doesn't work, the key to improving that perception is to ensure visibility of the delivered value by acting both as a partner to the user community as well as ensuring optimal business process throughput.
