Research Focus

Phil serves CIO professionals. He provides advice to CIOs and IT management as they seek to improve the strategic planning for, and management of, application-related people, process, and technology issues in large and medium-size IT organizations. Phil helps clients increase application management agility through application planning and scoring mechanisms that develop metrics and measures to evaluate application suitability, enabling decisions that reduce waste and optimize portfolios for maximum business leverage of application assets.

Phil's current coverage areas include strategic application planning, application portfolio management (APM), application rationalization, and integrated IT management (IIM) — an emerging set of technologies that combines dashboard-level views drawn from program/project portfolio management (PPM), application portfolio management (APM), and enterprise infrastructure management (EIM) —  for more complete and holistic management of all IT activity.

Previous Work Experience

Phil's practical IT experience dates back to 1982, working with diverse organizations such as the Commonwealth of Massachusetts as an independent consultant and with Boston University as a financial and academic application developer. Phil joined Cullinet Software as a commercial software developer, consultant, and corporate IT director and later joined insurance company startup Arbella Mutual Insurance, where he held the position of application development director and helped to create Arbella's IT department.

Phil came to Forrester through its acquisition of Giga Information Group. He joined Giga in 1997 from the National Council on Compensation Insurance (NCCI), where he held the top management position in NCCI's $26-million-year-2000 program office. Phil made unique use of offshore programming resources to remediate several million lines of source code that spanned several languages and technology genres. He also held a number of director-level IT management positions within NCCI, developing and distributing a commercial software package, implementing a financial application package, and rolling out the nation's first Internet-based online information service to the worker's compensation industry in 1995.
