50% Commercially insured respondents to Forrester's Consumer Technographics® August 2004 North American Healthcare Online Study were 50% more likely to switch health plans if they didn't perceive their plan as an advocate.

5% Half of physician practice decision-makers revealed in the American Medical Association/Forrester Research 2005 Physicians And Technology Study that they have reduced their paper submissions of medical claims to 5% or less.

33% One-third of consumers, most of whom have commercial health insurance, have delayed seeking healthcare or have avoided medical treatment to avoid paying for it.

56% More than half of the commercially insured report that their out-of-pocket healthcare expenses have increased from last year.

Health Plans' Advocacy Opportunity
The nature of the health insurance industry is changing, and so too must health plans' approach to client care. With plans shifting their focus from employers to individual members, maintaining customer loyalty is a critical business priority. Forrester believes that health plans must become better advocates for individual consumers. We take a look at what plans are leaders in consumer advocacy, and what experiences consumers most closely associate with the feeling that a health plan is also an advocate.


Advocacy And Satisfaction Go Hand-In-Hand Authentication, Not RFID, Will Make Drugs Safer
At this stage of the secure-the-supply-chain game, we believe that the pharma industry should focus on authentication while RFID technology is still developing. Although RFID will prove central to the ePedigree endgame, authentication will help the industry meet its current drug tracking and tracing obligations to consumers, payers, and regulators. This strategy will help pharma to avoid the stopgap pitfalls of costly legislation and an unsecured supply, and will protect valuable brand reputation.

Health Plans Pursue Provider P4P Programs
Provider P4P programs are moving into the mainstream, as more than half of the health plan executives we've interviewed currently utilize or will roll out P4P programs in the next two years. P4P, like other quality programs, puts more information in the hands of consumers and provides valuable feedback for doctors. We look at the decisions plans must make in the context of some early case studies, such as Blues of Michigan's practice of paying provider bonuses with each paid claim or Blues of Hawaii pairing with Health Benchmarks, Inc. for claims analysis. We believe clinical information sharing will recast P4P programs in the not-too-distant future.

Medical Claims' Next Digital Step: Attachments
The American Medical Association/Forrester Research 2005 Physicians And Technology Study shows that US physicians have decidedly embraced electronic claims submissions, while reported use of claims clearinghouses lags direct payer connections. The next big hurdle? HIPAA-compliant claims attachments that grease the skids for regional and national health information networks.

Delayed Care Threatens Plans' Bottom Line
Recent trends in healthcare, from CDHPs and HSAs to the plethora of decision support tools, put the ball in the court of the consumer for benefit utilization and a big piece of the costs. Are consumers up to the task? We found that a full third of consumers -- most of whom have insurance -- are delaying care to avoid footing the bill. We recommend ways plans can seek out, educate, and serve this ultimately costly cohort.
