Firms spend significant portions of their IT budgets on services from third parties. Those clients expect ¿ and often get ¿ lower costs for IT and telecom delivery, new ways to drive business value through IT and telecom deployment and innovation, as well as powerful advice and support for business decisions and business change.

But despite spending huge amounts of money on consulting, integration, outsourcing, and telecommunications services, many clients feel that they don't get the full value they need. This has led to a huge emphasis on RFP processes and due diligence ¿ down to requiring excruciating detail that has caused RFPs to become hundreds of pages long as well as scrupulous checks like interviewing each and every consultant placed on the client's project. But all of that extra effort hasn't made clients any more satisfied: Forrester's research shows no correlation between outsourcing satisfaction and formal sourcing strategies.

Buyers have long complained that their sourcing decisions haven¿t delivered business results. This comes from firms spending too much time over-engineering RFPs and not enough time on the "bookend" sourcing processes; i.e., upfront internal strategy and preparation, followed by daily provider governance and management once the contract is signed.
