In a 2008 survey of the Application Development & Program Management Research Panel, 16 of 26 respondents stated that resource allocation and capacity planning are challenging and that their current processes are only "somewhat" effective. The economy is still forcing IT leaders to tighten their belts, but while many organizations are still cutting headcount, they must also prepare to innovate with the resources they do have. Business and IT leaders know that it's not possible to do everything, but they still must deliver on what is most critical, so they are working together to improve the diligence with which they prioritize work requests. They're also placing additional focus on the skills and resources that they have in-house and the work that these people are doing. To be at their best, IT leaders have to know that they have assigned the right people to the right work at the right time.
