During the past two years, China's visibility as an offshore destination has increased dramatically. Some have gone so far as to claim that China will match India during the next three to four years as the top offshore destination. Having interviewed more than 20 local and international suppliers and government officials in China, Forrester believes that these claims are exaggerated and that China will play a different role than India in the evolution toward a global delivery model for IT services. The bulk of activity in China will come from three areas: 1) as a center for BPO to support customers' Asian operations; 2) as an application development hub for companies with large operations or headquarters in Japan, Hong Kong, or Korea; and 3) as a global risk diversification play beyond India for multinationals.
