Today, IT funding priorities for maintenance and new projects are reversed; the majority of funding should be applied to new work, not maintenance. IT needs to understand what an application maintenance norm is, where and when it is too high, and which factors contribute to the costs. With a business value set on each application, maintenance spending can be sensibly capped. However, CIOs lack mechanisms and processes to isolate troublesome applications and repair anomalous behavior efficiently. This maintenance dark age must end; CIOs must bring visibility, analysis, and business acumen to maintenance resource consumption. Vendors and venture capital firms are lining up to provide services to mitigate the growing maintenance problem. CIOs must make a series of changes to ensure that they only do business with progressive firms that leverage the right processes, tools, and people to rebalance the consumption of IT resources.
