Executive Summary

Leading health plans are building on prior years' cost-cutting strategies with quality improvement programs to improve the health of their members and reduce the long-term cost of care. To that end, they are creating two types of quality programs: one that publishes comparative provider quality data to influence demand and another that gives providers direct financial incentives to improve the supply of quality care. We surveyed employers to find out whether they support these kinds of quality programs for their employees. This report outlines employers' responses and recommends ways that health plans can act on them.
