In April and May 2004, Forrester surveyed 510 European companies about their plans to work with offshore vendors in countries like India or regions like North Africa. The survey shows that offshore activity remains in the very early stages of adoption outside the UK. However, the minority of firms already using offshore services show some striking changes: 44% of offshore users surveyed avoided hiring more IT staff, while 38% cut back on the number of contractors they hire in areas like custom application development or package implementation.
