The survey shows that offshore activity remains in the very early stages of adoption outside the UK. However, the minority of firms already using offshore services show some striking changes: 44% of offshore users surveyed avoided hiring more IT staff, while 38% cut back on the number of contractors they hire in areas like custom application development or package implementation.
