Executive Summary

Service-oriented architecture (SOA) rightly receives much attention these days across the IT industry. It structures applications for flexibility, interoperability, and change. SOA case studies commonly show business benefits like faster time to market, reduced application development cost, and more-competitive electronic service offerings. Forrester sees many firms succeeding in justifying targeted SOA investments but sees few firms succeeding in justifying large-scale programs for SOA. The biggest strategic impact of SOA, however, will come from large-scale change. So how do you get there? Forrester recommends an evolutionary approach that we call "street-level" strategy, which combines a long-term vision with near-term investments toward that vision.
