Executive Summary

Enterprise architecture (EA) is a complex program of broad scope that requires years to reach its full potential. As such, it is a good management practice to regularly assess the program's progress. Adaptations of the Software Engineering Institute's (SEI) Capability Maturity Model (CMM) for use with EA programs appear to suit this purpose since they present a graduated set of requirements culminating in a fully mature EA implementation at stage five. However, this and any other simple checklist-based assessment methodology can tempt management to take actions that improve assessment scores but do little to actually advance the effort, creating only a verisimilitude of an effective program. EA assessments should measure accomplishments, not just artifacts, include data from IT practitioners, and include interviews of stakeholders outside the central EA group.
