With its headquarters in Atlanta and a recently opened office in Chicago, Macquarium is more of a regional player than most other agencies in our rankings. However, the firm's roster of clients does include a number of large national names like Cingular and GMAC. Macquarium's unusual business model seeks to split its Web design revenues between customer-facing marketing sites and Web applications for internal productivity — an interesting approach. Unfortunately, its overall strategy stacks up poorly against the strategies of many top competitors. And even though the agency delivered a solid reference persona, its reference Web sites were relatively weak.
