Executive Summary

Western European incumbent telcos have many options for delivering TV services, including upgrading existing networks to support TV over xDSL/IPTV, building a digital terrestrial TV (DTT) network, and reselling somebody else's TV. The right choice depends on several country-specific factors and each telco's TV ambitions. In this document, we describe a common network architecture that will be used in our new country-specific triple-play P&L model. In line with our P&L model setup, we recommend a two-stage approach to network planning for IPTV. During the first three years, we assume reuse of ATM and DSLAM infrastructure without shorter copper loop lengths. In year four, we assume that telcos will move fiber — and IP DSLAM cabinets with VDSL2 — to only 600 meters away from the median subscriber and make the necessary metro Ethernet investments to support 100 TV channels and 20 Mbps to 25 Mbps downstream to 50% of the subscriber base.
