Summary

Tech MOOSE is the 70% to 75% of a typical tech budget that goes to keep the lights on and the business running, even if there are no new projects. Keeping tech MOOSE under control and growing more slowly than overall revenues is a critical objective for any CIO. That goal will become even more challenging as CIOs spend more of their new project budget on business technology (BT) to help firms win, serve, and retain customers. BT includes high proportions of software-as-a-service (SaaS) and cloud technologies, which have low initial costs but growing trails of MOOSE costs. BT also comes with much greater business involvement, and these constituents may not share the CIO's concern with containing tech costs. This report will help CIOs and their direct reports keep tech MOOSE costs down by providing an understanding of the components of both BT and IT MOOSE, insight into the forces driving them, and ideas for keeping this spending on the right trajectory.
