Over the top (OTT), the network-agnostic delivery of digital services, marks an important shift in the delivery and consumption of information and communications technology (ICT) services. OTT breaks the link between service and the network that delivers the service. Under OTT conditions, voice and video services are no longer tied to any particular network. As a result, OTT undermines the package of combined communication services and connectivity offerings. From an enterprise perspective, OTT offers CIOs a more flexible approach to acquiring communications and collaboration services. Against these benefits, CIOs need to weigh compromises regarding end-to-end quality of service (QoS) and service-level agreements (SLAs).
