Summary

Forrester surveyed 933 technology decision-makers and approximately 2,500 developers at North American and European enterprises and small and medium-size businesses (SMBs) to understand the state of application development. The findings from the Forrsights Software Survey, Q4 2010, Forrester/Dr. Dobb's Global Developer Technographics® Survey, Q3 2010, and Eclipse Community Survey 2010 showed us that new software projects will constitute a larger portion of enterprise and SMB software budgets than in recent years and that software development spending will increase in 2011. As for platform and language adoption, Java and .NET remain dominant, but alternative open web technologies also continue to grow in popularity. New technologies like mobile and cloud are changing the way developers work, creating new demands on training and staffing. The overall picture is one of development shops in transition, moving to new technologies and updated development frameworks to meet evolving customer demands.
