Citizen developer strategies using low-code platforms are a key technology trend. Forrester recognizes three distinct models for enabling citizen development: privateer, democracy, and federation. The democracy model allows anyone in the firm to develop low-code applications — with few formal development processes — but manages risk by restricting citizen developers to a specific range of application use cases and scope. This case study shows how Globe Telecom in APAC applied the democracy model of citizen development and long-term product-style thinking about user adoption to successfully tackle the long tail of small unaddressed app and automation needs in a large company.
