The Council of Europe’s mission is to address pressing pan-continental political (e.g., democracy and rule of law) and human rights issues, but it faces the same financial pressures as any other large, decentralized enterprise. Demands always outstrip resources, making good choices and efficient operations paramount. To help prioritize the most critical-to-mission projects while opening new visibility into project progress, benefits, and expenditures, the council’s Information and Technology Directorate built its first-ever portfolio management solution, based on Microsoft SharePoint.
