To be digital means that software is an expression of the business — but this is hard. Although becoming digital requires complementary approaches to people, process, and technology, these decisions are often wrongly separated. We assert that explicitly combining agile strategy with low-code and citizen development is the most practical way to pursue digital at scale. Doing so requires adopting new, highly agile development techniques and governance practices that low-code enables.
