Since China opened up to the world in the late 1970s, the Chinese government has leveraged products from leading US and European technology vendors to help public and private sector organizations improve efficiency and fuel knowledge transfer. However, in the wake of information released by former US National Security Agency contractor Edward Snowden in June 2013, the Chinese government has refocused on information security as a top priority and started to encourage local companies — especially state-owned enterprises and public-sector organizations — to consider local products instead. This trend will further accelerate as China-based vendors increasingly offer competitive solutions and organizations recognize the benefits of sourcing business technology (BT) solutions locally. This report, the first of two focusing on localization strategies for China-based organizations, outlines the case for defining such a strategy now.
