In 2023, global digital business strategy decision-makers spent their digital budget largely in line with their expected spend levels for technology, headcount, and services, per Forrester’s Digital Business Strategy Surveys, 2023 and 2024. Technology and services costs ended up negligibly lower than planned, while headcount costs were projected to be 34% of the budget but landed at 38%. These results indicate that digital businesses stayed consistent with their digital budgets in the face of financial uncertainty.
