Retail recovery will depend on prior retail economy strength, the severity of the local COVID-19 outbreak, and efforts by the community and government to reduce spread. We estimate that, as of April 23, some metropolitan areas like Raleigh and Charlotte, North Carolina, are better positioned than others to recover retail sales.
