Retail recovery will depend on prior retail economy strength, the severity of the local COVID-19 outbreak, and efforts by the community and government to reduce spread. We estimate that, as of November 5, 2020, the metropolitan areas of Cleveland, Ohio, Indianapolis, Indiana, and Raleigh, North Carolina show the strongest retail recovery.
