Unlike other industries, utilities and telcos have limited competition, relatively static customer numbers, heavy external regulation, and capital-focused budget mechanisms. Given the cost of building new power generation facilities, utility firms actively try to get customers to use less of their product. Telcos must maintain 99.999% uptime and cover 95% or more of the population — an expectation few other industries must fulfill.
