Retail recovery will depend on prior retail economy strength, the severity of the local COVID-19 outbreak, and efforts by the community and government to reduce spread. As of August 13, 2020, we estimate that some metropolitan areas, such as Raleigh, North Carolina and Portland, Oregon, are better positioned than others to recover retail sales.
