AI abuses, tech failures, and anticompetitive practices drove consumer distrust in technology in 2024. In 2025, organizations are adapting to new regulations and focusing on consumer protection, operational resilience, and AI responsibility. But an uneven global regulatory landscape will result in varying levels of trust among organizations. Governments will gain trust as they capitalize on electoral halo effects and move to enforce regulations, regulated industries will see little change as they stick to the “enforced trust floor,” and big tech and many B2B organizations will see trust drop in response to failures and fines. In this report, we explore Forrester’s predictions for trust in 2025.
