Summary

Enterprise governance is about decision rights: who has input into decisions, who makes them, how are outcomes measured, and who is held accountable for those outcomes. Business technology (BT) governance concerns itself with decisions around investing in IT-enabled business change and is a subset of enterprise governance. These decisions include how much to invest, where to invest, when to invest, and how to prioritize these investments, all while managing risk to acceptable levels. Recent trends around mobility, social networking, and cloud computing, among others, add complexity and increase risk, making good governance imperative. One of the key elements of a BT governance framework is the organizational structures — reporting relationships, roles, and committees — created to execute on the BT investment processes. This report provides guidance in the form of best practices around governance structures for organizations that are implementing or improving BT governance.
