Forrester’s burnout framework segments employees based on their engagement and burnout levels; here, we compare public sector employees with their private sector counterparts. Red-Zone employees, who are highly burned out and disengaged, and Coasters, who lack the drive to overperform or commit to their organization, are both more prevalent in the public sector. Tired Rockstars, highly engaged employees experiencing burnout, are at risk of becoming disengaged, withholding their talents, and even leaving the public sector if their expectations are not met.
