Dr. Wilhelm joined NOAA in February 2016 and directs the office responsible for enhancing value to NOAA’s stakeholders through customer experience, social science and performance management. Tony has a background in the tech sector and served as an executive in private philanthropy. He earned his Ph.D. in public policy from the Claremont Graduate University’s School for Politics and Economics in Claremont, California and his M.A. in Government from the University of Virginia.
