James Huang
CIO and Chief AI Officer, Texas Health and Human Services Commission
James Huang serves as Deputy CIO and Chief AI Officer at the Texas Health and Human Services Commission, where he leads the enterprise-wide strategy, governance, and deployment of artificial intelligence. With more than two decades of experience in technology and innovation—including 15 years with the State of Texas—he has directed transformative initiatives spanning Generative AI adoption, AI Knowledge Assistant development, and Autonomous Vehicle integration.
Previously, James was Chief Data Officer at the Texas Department of Transportation and spent a decade in the private sector as both a transportation engineer and entrepreneur. His career reflects broad executive leadership across AI, application development, data and analytics, cybersecurity, and enterprise IT infrastructure.
James is a certified Project Management Professional and Enterprise Architect. He holds dual bachelor’s degrees in computer science and civil engineering, an MBA, a master’s in project management, and postgraduate certifications in artificial intelligence.
