Predictions 2027: The Outcome Economy Hits Enterprise Software, And Reality Hits Back
Enterprise software no longer creates value on its own. Instead, the value comes from outcomes, and these outcomes are delivered via workflows that span business apps, data, people, and AI. In 2027, technology leaders will shift from governing applications to governing enterprise outcomes. They will do this by using cross-application workflows as the unit of control. This won’t be easy!
Three Of Forrester’s Enterprise Software Predictions For 2027
- Fewer than 10% of enterprises will use autonomous agents across apps. By 2027, embedded AI agents will be mainstream. This is because software vendors tightly integrate them with app data, permissions, business logic, and controls. But tech leaders will struggle to scale agents across systems because interoperability standards are immature and unevenly implemented. Agent control planes will also remain immature when governing third-party agents that operate across multiple apps. This will leave enterprises facing an accountability and cost-of-failure gap, meaning they may trust an agent within one app but will hesitate to let it trigger actions across systems without human oversight. Leaders, experiment first with cross-platform autonomy for tightly bounded use cases where failure is manageable. Retain human checkpoints for higher-value workflows.
- Digital sovereignty will drive a 20% increase in enterprise software localization. After decades of standardization on common global enterprise resource planning, CRM, data, and process models, the tide has turned, and digital sovereignty is now a buying criterion. Forrester’s Cloud Survey, 2026 found that 43% of private cloud decision-makers keep applications on-premises due to data sensitivity and privacy concerns, while 59% of public cloud decision-makers said that digital sovereignty constraints completely determine cloud vendor selection. Data localization laws, sovereign cloud mandates, and divergent AI regulations will proliferate and drive higher localization costs. Leaders, invest in regional data stores, country-specific AI models, localized business processes, and jurisdiction-specific compliance controls.
- AI consumption pricing will backfire for three major business app vendors. Enterprise app vendors spent the last two years aggressively pricing in-app AI, metering agents per conversation, action, resolution, and premium seat. In 2027, that pricing will backfire for three of the largest business app vendors as organizations choose to automate on the cheapest platform they already own. This means that, rather than pay a per-action toll to an enterprise app vendor, organizations, for example, will build the same agent in Microsoft Copilot Studio, which is already covered by an existing license. Leaders, in 2027, compare costs and push vendors to materially reduce consumption-based AI pricing, increase bundled AI entitlements, or replace such pricing with more predictable SaaS subscriptions combined with capped, banded, or flat-fee AI contracts.
Stop Managing Apps And Start Governing Outcomes
In 2027, enterprise software leaders must shift their focus from managing individual applications to governing business outcomes that span data, workflows, AI, and people. Rather than chasing fully autonomous cross-application operations, leaders should prioritize a small number of high-value, well-governed use cases, maintain human oversight for critical decisions, and invest aggressively in data quality, interoperability, and governance foundations. At the same time, they must prepare for rising digital sovereignty requirements, challenge unpredictable AI consumption pricing, and reevaluate the build-versus-buy equation as AI-generated software becomes viable for differentiated processes. The winners will be those that treat applications as components of an outcome-driven architecture rather than the center of it.
