Predictions 2027: Europe Wants Control But Can’t Pull The Plug
It’s predictions season at Forrester, and one theme keeps surfacing across our 2027 forecasts for Europe: control.
Over the past few years, European leaders have talked repeatedly about digital sovereignty, strategic autonomy, and reducing dependence on foreign technology providers. But 2027 won’t mark a dramatic break from the global digital economy. Instead, it will expose the gap between Europe’s ambitions and its ability to act independently.
Europe Faces A Digital Reality Check
Europe faces a practical challenge: Regulators want more oversight, business leaders want greater resilience, and citizens want more control over their data, identity, and digital lives, yet few genuinely sovereign alternatives exist across cloud, AI, mobility, and digital infrastructure. European organizations will start making choices, not declarations. They will decide what to localize, what to diversify, and what dependencies they can comfortably live with.
That’s why we expect Europe to pursue selective digital autonomy in 2027 rather than full-scale digital independence. Consumers, firms, and policymakers will create protected zones around critical services, sensitive workloads, and strategic capabilities while continuing to participate in global technology ecosystems. The most successful organizations won’t chase sovereignty for its own sake. They’ll build pragmatic strategies that balance resilience, innovation, and economic reality.
Three predictions illustrate how this shift will take shape:
- A quarter of UK teens will embrace digital restraint to express identity. Social status among youth has long been tied to networks, responsiveness, and image curation. By the end of 2027, at least one-quarter of UK teens will intentionally reduce social media exposure, such as through using app blockers or digital detox retreats. Rather than signaling disengagement, digital abstinence will become a form of social capital that reflects confidence and discipline. Teens will view constant availability and endless scrolling as signs of dependence, not relevance. As awareness of the addictive design and harms of social media grows alongside youth social media regulations, B2C marketers must prioritize intention over hype, shifting budget to trust-building touchpoints like creators, private communities, and consumer-controlled experiences.
- More than half of European AI adopters will run an additional tier for sovereign AI that carries under a tenth of their compute and replaces nothing. Many European firms are reducing dependence on US hyperscalers, with some already moving critical data and applications to European providers. This will accelerate in 2027, with AI workloads increasingly in focus. Some 66% of European cloud decision-makers in Forrester’s Cloud Survey, 2026 state that sovereignty constraints completely influence their choice of cloud provider, with another 29% saying that this applies to sensitive data and workloads. Early movers can expect competitive deals while Europe players nibble away at the hyperscalers’ market share. Make your move now to lock in favorable deals before prices go up.
- Chinese and American robotaxis will meet for the first time on Europe’s roads. Chinese robotaxis ferry paying consumers around Chinese and Middle Eastern cities, while US autonomous robotaxi fleets operate commercially across American cities. In 2027, those worlds will meet in Europe, starting with London and creating a real-world test of how consumers, regulators, and technology providers navigate geopolitical competition.
Taken together, these predictions reveal something important about Europe’s digital future. Europe wants more control but not at the cost of isolation. Consumers will redefine their relationship with digital platforms. Firms will create targeted sovereign AI environments without abandoning global cloud providers. Cities will become arenas where competing technology ecosystems operate side by side. In each case, leaders will make choices based on risk, resilience, and outcomes rather than ideology.
The lesson for executives is straightforward: Stop treating sovereignty as an all-or-nothing debate. Focus instead on identifying the capabilities that genuinely require control and invest there. Everything else should remain flexible.
