Cloud has entered a new phase. The hyperscalers are no longer just cloud providers. They are rapidly reinventing themselves as AI platforms, investing billions in data centers, custom silicon, AI agents, and enterprise data platforms. At the same time, their dominance is being challenged from multiple directions, including Chinese cloud providers, neoclouds, sovereign cloud offerings, and AI infrastructure specialists. According to Forrester’s cloud predictions for 2027, the result will be a market defined less by stability and scale and more by competition, disruption, and strategic tradeoffs. Three predictions from our team stand out.

Three Forrester Predictions For 2027:

  • Chinese cloud providers will outpace US hyperscalers in agentic AI for the first time. By the end of 2027, leading Chinese cloud providers will introduce 50% more new agentic AI platform capabilities than US hyperscalers. Fueled by intense domestic competition and rapid productization, they will embed agent orchestration, AI automation, tool calling, and knowledge retrieval across cloud services faster than their US counterparts. Enterprise leaders should use these innovations where they create differentiation while preserving portability through open frameworks, independent orchestration layers, and hybrid AI architectures.
  • AI-native cloud consolidation will swallow three neoclouds as finances get shaky. By the end of 2027, at least three independent neocloud providers will be acquired, merged, or restructured as funding GPUs, AI networking, and data center expansion becomes harder to sustain. Consolidation may create providers with greater scale and platform breadth, but it will also increase concentration risk and reduce customer leverage. Buyers should scrutinize financial viability, ownership and funding, portability, and exit provisions alongside technical capabilities.
  • Backlash against AI data centers will force at least two hyperscalers to cancel projects. By the end of 2027, public opposition, permitting challenges, and legal action will force at least two US hyperscalers to cancel planned AI data center projects. Concerns about energy use, water, farmland loss, noise, health, and rising electricity costs will turn community impact into a material infrastructure constraint. Technology leaders should prepare for capacity shortages, deployment delays, and rising costs as power, land, and local acceptance increasingly shape cloud availability.

AI is reshaping cloud faster than any transformative technology before it. In 2027, success won’t simply depend on access to AI capabilities. It will depend on balancing innovation with flexibility, resilience, and cost discipline as the cloud market becomes more competitive, more fragmented, and increasingly constrained by the physical infrastructure required to power the AI era.
